1500 AIDS Cases in Yemen

Official statistics indicate that about 1500 people are afflicted with AIDS in Yemen, 40% of whom are from Africa. However, some information show that the number of AIDS cases in Yemen is more than what is officially declared. The first AIDS case in Yemen was discovered in 1987 in one of the students who used to study abroad. It is worth mentioning that there are about 52 million AIDS cases in the world.

 
Foreigners Residence Law Amended

In a statement to 26 September newspaper, Brigadier Saeed Abdu Al-Khameri, director of legal affairs at the Interior Ministry said that some amendments had been done to law No. 47 for 1991 concerning foreigners entry and residence in Yemen. Foreigners arriving in Yemen have to enroll their names and the purpose of visiting Yemen at the nearest police station to their residence within one week from arrival. Illegal residence fines according to the new law increased to 6 month imprisonment and YRs 30 thousand. Same punishment is imposed on those who enter illegally or do not renew their residence, he said. He added that such procedures would help limit illegal arrival, departure and residence.

 
First Agricultural Census Launched

More than 2500 researchers are taking part in the First Agricultural Census since unity. Covering 2,200,000 families, the census aims at the creation of a relationship framework among farmers and outlining the structure of agricultural sector.

 
Yemeni-Saudi Committee Meets

The Yemeni-Saudi Committee headed by Ministers of Interior of both countries issued a statement following its meeting last Tuesday in Sana’a. The statement included ways of military withdrawal and border demarcation. The two ministers agreed on meeting next October 15 in an attempt to give the other committees a chance to finalize their work and agree on the company that would carry out the demarcation task.

 
Digital Mobile Phone to Be Introduced in Yemen

SANAA_ The Yemeni government has approved the Sabaa Phone Company to execute a digital mobile phone project before the end of the year, said a source at the Telecommunications Ministry here on Saturday.
Under the project, capital Sanaa, Aden and other main cities will be covered by the mobile phone network within one year, and the network will extend to the rest of the country in a couple of years, the source said.Under a contract between the company and the government, Sabaa Phone Company will pay the government 10 million U.S. dollars for the operation permission, he added. To head off monopoly and guarantee high quality services, the government also allowed Space-tel Company, owned by investors from Yemen and Oman, to take part in the project. The Sabaa Phone Company is expected to spend roughly 50 million dollars in the first year, and the total investments may amount to 130 million dollars. The firm is owned by Yemeni Al-Ahmar Trade and Industry Company with a 41 percent stake, Egyptian Orascom Company with 32 percent stake, Greece Hailascom Company with 22 percent stake and the International Contractors Union Company with 5 percent stake. Hashish Seized in Al-Baidha’a

Six kilograms of Hashish have been seized and destroyed in Al-Baidha’a governorate, stated director of security in the government. Owners were referred to court for trial.

 
University fees’ Case Referred to Justice Minister

Judge Mansoor al-Arjali, head of the West Secretariat Court, Tuesday adjudicated reference of the case of Sana’a university students to the Justice minister to take measures on implement the court’s verdict on cancelling the Cabinet decision on raising university fees. Judge al-Arjali’s decision came after the Cabinet’s refusal to carry out the court’s verdict. It was mentioned in the verdict that the Authority should be an example for individuals in respecting judiciary verdicts. The decision of raising fees aroused resentment among students who had staged protest demonstrations and peaceful strikes.
The measure was described as a violation of the constitution and legal rights to education.

 
Bani Jabr Pleas for Help

Tribesmen of Bani Jabr, Khawlan, appealed in a statement sent to human rights organizations to help free 65 people who had been detained in the Military jail since June 28 2000. Tribesmen gathered in front of the Presidency Office, following the President’s orders to compensate them for damage to their properties during military attacks late December in 1999. However, instead of receiving compensations they were arrested and taken to prison.

 
Branch Lawyers Union’s Election Date Fixed

The Lawyers Union council last Wednesday discussed a number of issues relevant to the council and branches. Held under the chairmanship of Lawyer Abdulfattah Al-Baseer, Dean of LU and Lawyer `Muhammed Naji Allow, in charge of branches, it adopted a resolution calling for holding of elections at all branches according to the time-schedule approved by it.
The Council also approved acceptance of fresh requests for membership enabling applicants to obtain licenses for practice and opening offices. It is understood that a special form has been prepared for this purpose with copies available at all branches, preparatory committees and the secretariat of profession affairs.
The Council, through its branches, has urged all its members to see that they meet all conditions so as to enable them take part in the forthcoming elections.

 
Investment Press, Conference Put Off

The Chamber of Commerce and Industry in Sana’a has postponed investment press conference until Wednesday owing to the illness of Hussain Ali Al-Witari, chairman of the general federation of chambers of commerce and industry.
The conference was scheduled for Sunday. It will be attended by a number of MPs, advocates, academicians and businessmen. Discussions will center on premises of encouraging and attracting investments and importance of cooperation between private sector and the state to achieve the targeted goals. Moreover, a number of financial violations that affect investment process in our country will also be reviewed.

 
Mps Worried About Loans

Thirty MPs raised a memorandum to Speaker of the Parliament, Sheikh Abdullah Ben Hussain Al-Ahmar expressing their worries about expenditure channels of USD 610,690,000 constituting 23 loans received by Yemen from June 1997 to June 2000. They called for addressing shortcomings in implementing programs that loans had been offered for. The memorandum noticed that parts of those loans were spent in violation to loans programs.
Yemeni Files Case Against Emirates Newspaper
Adel Mohammed Haza’a Al-Silwi asserted that he would file a case against the Dubai-based weekly magazine ‘Al-Sada’ for canceling his prize, a 2000 Mercedes car, after he won it.
Worthnoting is that the Al-Sada magazine published in issue No. 71 of August 6 2000 the name of the Yemeni winner who has also received a phone call from Mr. Mohammed Ben Masaud, member of editors congratulating him and promising to send him the airlines tickets.

 
British Council to Manage a Us$ 500,000 Project

The Royal Netherlands Ambassador, Mr. Arend Meerburg, and the Minister of Planning & Development, Mr. Ahmad Sufan signed a two-year agreement on 31 August, to provide human resources training support to the Yemeni Government.
The British Council Director, Mr. Adrian Chadwick, signed a separate agreement with the Ministry of Planning & Development under which the British Council will manage all aspects of the project.
The $500,000 worth project is funded entirely by the Royal Netherlands Embassy, and aims over the course of two years to provide training and work attachments to between 46 and 56 Yemeni civil servants in the areas of economic, financial and administrative reforms. The straining and work attachments will take place in Yemen and Jordan.

 
UNDP Visits Parties

A delegation from the United Nations Development Program (UNDP) conducted last Tuesday a number of visits to political parties offices in Yemen. While parties envisage confidentiality in results of the meeting with the delegation, Sons of the Yemeni League told YT that discussions focused on the League vision towards democracy and preparations for the forthcoming elections.
The UNDP delegation expressed readiness to help in the preparation for the forthcoming elections in case any constitutional amendments are made.

 
Two workshops on Water

Organized by the National Authority for Water Resources, two workshops on water were kicked off last Saturday in Taiz. The workshops will last for four days, two days in Taiz and two in Ibb. The workshops were attended by governors of both governorates.
The first workshop focused on the countryside sector while the second on the town sector. They aim at considering the executive plan to handle water resources from Wadi Rassyan.
The plan will play a guiding and organizing role to make the best use of available water resources, considered to be the main factor in developing the region.

 
Japan Funds Polio Center

The Polio National Center funded by the state of Japan in Aden amounted to YRs 1,533,000,000. The center serves the southern and eastern governorates and aims to train people who work in this field.

 
Female Consultative Meeting On Rational Use of Water

Under the slogan of : “Women’s Participation in Rational Use of Water” , the General Board of Water Resources (GBWR) organized a consultative meeting to discuss the possibility of finding out joint cooperation within different women circles. The objective was to polarize women and perform their effective roles in different fields aimed at saving water at different places of work and production. Another objective was to create a tangible organization for participation through water-work-team in residential areas to correspond with organizational formations in women complexes in cities and towns.
It is understood that as a short-range objective the meeting discussed coordination between women associations and organizations in rural areas and places of work with the purpose of general awareness among women of importance of saving water. It was also decided to nominate a coordinator between the GBWR and the National Committee for Women (NCW) together with other women groups. For the time being it was preferred to form a central women group in the Capital Secretariat on the basis that its tasks and facilities shall be shaped up later on .
Meanwhile the long-term objectives included reflection of the general feeling within women circles about ways and means of using water and the tangible problems which the society faces owing to paucity of water and deterioration of environment. These circles shall participate in drafting, preparing and circulating the message of awareness and shall be widely spread in different parts of the Republic. Taking into consideration the conditions of woman in the society and her role, it was found that women are able to play effective role within the family.
At the meeting many other subjects relevant to water issue were discussed and a coordination committee was formed. It was decided to fix a date for another meeting in which executive plans for each group shall be submitted.

 
‘’Back to School 2000’’ Inaugurated Tomorrow

In preparation for the forthcoming school year 2000-2001 and in association with the Ministry of Education, Apollo for International Exhibition inaugurates tomorrow the Second Back to school festival for school and student equipment and materials.
Schools, universities and stationers are taking part in the exhibition which lasts to September 3. The exhibition includes a show of the latest and most up-to-the-minute computer, language and educational aids programs.

 
Who Will Protect Judges From Interfernce of Influential People?

Judge, Abdu Rahman Abu Taleb was released last Monday after a week-long kidnapping by Bani Dhubian tribe East of Sana’a. The Judge was kidnapped in relation to disputes over a piece of land in Sana’a and which he was looking into. According to Judicial Inspection Authority, more than 40 assault incidents judges were prone to, between September 1999 to June 2000. Some of these incidents were: explosion of a hand grenade in the house yard of chairman of Sadah appeal court, blasting the car of Judge Abdul Aleem Abdullah Al-Radm, chairman of a court in Raimah besides many incidents of attacking courts such as the Primary Soud Court in Amran last June. It is worth mentioning that such incidents of violence and threats have lead chairman of appeal court in the capital secretariat, Salem Al-Shaibah, to seek asylum in Britain where he lives now.
Violence as well as money are viewed as the best means to influence the course of any case in Yemen. Absence of security makes judges hesitate to finalize a dispute when influential people are involved. All the above made people lose trust in judiciary.
At the end some questions should be asked: Who allows such interferences? Why some cases are lost? What is the role of security to protect judges? And finally are judges supervised?

 
Sana’a Tech Fair Inaugurated

The first of its kind — Sana’a Tech Fair — was opened last Saturday at the Sana’a International Exhibition Center. The occasion was attended by Mr. Muhammed Abdulla Al-Qasoos, General Manager of the Yemeni Telecommunications Corporation and both the Saudi Arabian and Palestinian ambassadors. Mr. Ameen Dirhem, Chairman of the Tihama Tractors & Engineering Co. was at hand. Attending the opening ceremony were also a number of organizers and technicians.
Mr. Abdulrehman Ali Bushr, General Manager of Mass Co. for Technical & Advertisement Production, which organized the fair told the “Yemen Times” that school accessories and computers are available at suitable prices to meet the requirements of students. The occasion coincides with the re-opening of the academic year 2000-2001. Companies dealing with telecommunications and computers to take part at the fair have allotted tempting prizes amounting to US$5,000 for customers.
During the fair period : August 19-25, Tihama Company for Tractors & Engineering, in cooperation with, supervision and patronage of the “Yemen Times” has arranged a free computer course for more than 200 male and female students.

 
MPs Demand Explanations about Adam’s Case

More than 105 MPs demanded last Tuesday the government be represented before the parliament to give explanations on a parliamentary report concerning the College of Medicine Crime. The parliamentary committee report contained recommendations on sacking a number of university and security officials. The government has ignored the parliamentary report and sent it to legal affairs minister.
On the other hand, Dr. Mohammed Al-Khateeb, Adam’s attorney said in a statement to the Yemen Times that he had not so far been able to meet his client despite the permissions granted by chairman of the court. He added that he might boycott the court sitting scheduled for August 28 in which the German’s final report is expected to be read out.

 
“D” Check on B727-200 Aircraft (Regn 70-ACX) Over

“D” Check involving heavy overhaul maintenance on its B727-200 Aircraft (Regn 70-ACX) was over Sunday 20.8.2000. The credit for this achievement goes to the engineering capabilities of Highly Rated and Qualified Engineers under the supervision of the manufacturers and in line with the Federal Aviation Admin. & Civil Aviation Admin. With the accomplishment of this important “D” Check, a successful Test Flight was conducted by Instructor-Capt.. Omar Mukbel along with other operating crew members and his aircraft has been cleared to undertake commercial operations scheduled operations which will be in effect from Wednesday 23 August 2000.
