The basic program for the General Convention of Non-Governmental Organization scheduled for 1-3/12/1997 has now been fixed. The steering committee, which is made up of representatives of 36 NGOs agreed on the following program:  Day One:  Monday: 1/12/1997:  Inauguration + review and approval of draft law on NGOs.  Day Two:  Tuesday: 2/12/1997:  Discussion of the changing role of NGOs and how Yemeni NGOs can support democratization and grass-roots level development processes.  Day Three:  Wednesday: 3/12/1997:  Workshop on how NGOs need to prepare project proposals, manage financial records for more transparency and accountability, and how to write interim and final reports.  The committee also set up 7 sub-committees charged with different aspects of preparations for the convention.  At another level, some 150 Yemeni and 20 foreign NGOs have already confirmed their participation. The final number of participants is expected to exceed 400 NGOs.  Meanwhile, three donor bodies – the World Bank, the UNDP and other UN organizations, and the EU – are discussing ways and means to support the convention.
