To encounter atmosphere pollution,Draft resolution for control of materials affecting Ozone [Archives:2004/758/Business & Economy]
The ozone unit at the State Authority for Environment Protection at the ministry of Water and Environment has been working at preparation of a draft resolution regarding a regulation for controlling materials that case depletion of ozone layer that would be soon submitted to the competent authorities to be endorsed.
The draft has been discussed at six workshops in the capital Sana'a and a number of governorates. Many experts in this field have participated in discussions and contributed with their opinions to articles of the project and they have added valuable suggestions guaranteeing success of implementation in future.
According to sources at the Ozone unit, the third article of the project has defined its goals to controlling the use of ozone-depleting materials and watching other materials subjected to monitoring and that is in implementation of Yemen's commitment to international pacts and protocols.
The project stipulates that the State Authority of Environment Protection should not grant licenses to any new activities using materials depleting the ozone layer, and not to give acceptance for expanding industries based on using such materials. In compliance with article five of the project the Authority, in coordination with concerned parties at the ministry of agriculture, would implement a program for gradual riddance of the methyl bromide substance and to utterly stop using it as well as offering alternative assistance to farmers and organization of the importation of bromide substance in coordination with customs. The draft regulations has defined the importation registration process and obtaining licenses of import according to portions of amounts, in addition to naming equipment and apparatuses that are banned from importation.
The draft stipulated the prevention of all sides using materials exhausting ozone layer from launching them to the atmosphere and that they work for recycling them according to conditions worked out by the Authority. Article 25 of the project stipulates that the customs authority, in coordination with the environment protection authority, should implement the symbols regarding materials subjected to monitoring stipulated in the customs system and to put an end to trafficking with harmful equipment and material through application of marking mechanism.
Article 28 stipulates that all companies and factories that would produce or contain substances harmless to the ozone layer have to write the substance's trade and scientific name in a clear way on those products.
The draft regulation also stipulates that the concerned parties specialized in tackling dangerous solid wastes must prevent getting rid of equipment and apparatuses that contain materials subject to monitoring until obtaining approval of the environment protection authority according to measures it adopts. This project is regarded as an important legislation for controlling the materials causing depletion of the ozone and demonstrates Yemen's orientation and intent of cooperation regarding problems of atmosphere pollution.
