The project is shared by Salim Abdu Al-Rahman Bagarash and Resort Cement Factory. Mr. Omar Abdu Al-Rahman Bagarash, General Director of Al-Mukalla Company said:”We started marketing three different kinds of Portland Cement on Saturday 1999/ 08/28. The project started in March 1999 with a capital of $3,000,000 as follows: 51% is owned by the Salim Establishment and the remaining 49% is owned by the Omani Resort factory. The project will be officially inaugurated in the near future. 
  The Libyan Information Attache Visits  Yemen Times Aden Office The Information Attache in the Libyan Consulate, Mr. Salah Ahmad Fareed, paid a visit to the Yemen Times office in Aden on 26th, 08, 1999. Mr. Salah expressed his admiration for the paper and its spread inside and outside Yemen wishing all the employees of the Yemen Times all success. At the same time, Mr. Salah expressed his great sorrow for the loss of the great patriot and founder of the Yemen Times, Dr. Abdu Al-Aziz Al-Saqqaf. On his side, Yemen Times Bureau Chief, Mr. Radhwan Al-Saqqaf thanked Mr. Salah for his visit to the office in Aden. On the other hand, the Libyan consulate will hold a reception for diplomats , general managers and journalists on 7th, 09, 1999, in Aden, on the occasion of the thirty anniversary of Al-Fatih Revolution. In a statement to the Yemen Times, the Libyan Consul, Mr. Mohammed Abdu Al-Azeez Al-Dorhouby, said, ” I would like to thank the Yemeni media, specially the Yemen Times for its cooperation and its sincere feelings for the Libyan people. This celebration comes along with a celebration of Libyan victory in the Locorby case. In spite of the sanctions, as well as the American political and economical pressures, the great achievements of Al-Fatih Revolution has never come to a halt. 
  A Chewing-Qat Session in the Italian  Commercial Attache’s The Commercial Attache in the Italian Embassy, Mrs. Simonetta Bartolomei, held a traditional qat session for a number of Yemeni politicians and the foreign diplomats working in Sana’a. At the meeting which was held on the Yemeni traditional way, issues of concerned to the attendants’ countries were discussed. It is unfortunate that the habit of chewing qat had recently reached even diplomats and has become a common way to get them involved into Yemeni society.
  A Strike in Al-Thawrah Hospital in Taiz A strike was held by the doctors in Al-Thawrah Hospital in Taiz on 28 /08 / 1999. The doctors distributed a number of leaflets in which they said that they will go on striking if the present director of the hospital, Dr. Ismaeel Assanaani, is not changed. ” It has been strange to find the bathrooms have changed to resident rooms and the operation rooms to mice-dwelling rooms, under the supervision of an administration that knows nothing but the language of carelessness” said the doctors in their leaflet. 
  Haraz people Start A Revolution against Qat During his visit to Yemen, Dr. Mohammed Borhanadeen, Sultan of Al-Bohra, called the Ismaelian sect in Yemen to uproot the qat trees in their area and stop chewing it. Many people from Haraz responded to the Sultan’s call and uprooted their qat trees and announced qat abandonment. More than 30,000 qat trees have been uprooted so far. At the same time, the Sultan expressed his readiness to provide the people of Haraz with financial aids to grow coffee and fruits instead of qat. 
  Conflict between Dahmash  and Assoufi Still Going On A man was seriously injured when the a group of the followers of Naji Abdullah Assoufi, Sana’a’s governor, opened fire on a jeep, thinking that it belongs to General Saleh Ali Dahmash, Director of Khawlan Security, yesterday in the Capital Secretariat. The conflict between the governor of Sana’a and General Dahmash broke out a month ago. 
  Women Trained to Protect Themselves Under the patronage of the Minister of Labor and Technical Training, Eng. Mohammed Attaib , in cooperation with the Arab Organization for Labor, started a training course on protecting women at workplaces between 5-8 September, 1999. ” The course is aiming at training the participants, as well as activate the role the participating organizations play to protect the working woman. 
  Yemen to Double its Electricity Output Abdu Al- Moety Al-Jonaid, deputy manager at the Public Electricity Corporation stated that the aim of the project is to double the electricity output to 800 MWs. The project involves building a plant with the capacity of about 500 MWs which will be expanded to about 800MWs. Marib has been chosen to be the place for the project. 
  The Yemeni National Team Defeated the UAE’s The Yemeni table tennis national team defeated the UAE’s team 32 on the competition for places five to eight in the last Asian competition for juveniles below the age 17 years. Our players were in full bright colors. They defeated the UAE’s team to face the National China team for the five and six place, out of 15 Asian participating countries. It is impressing that our team could win all its matches against its opponents in the first turn and lost only one match against the China team. 
  Republican Decree to Appoint a New President  for the Investment Authority A Republican Decree, no. 316, of the year 1999 was issued yesterday to appoint Mr. Abdu Al-Rahman Mohmmed Ali Othman, the Minister of Industry, and the President for the General Investment Authority. 
  Rehabilitating the 14th of October Palace The work was initiated this week under the supervision of Mr. Saleh Obad Al-Khawlany, the Governor of Hadhramout who has denoted an amount of YR 3,000,000 for the rehabilitation of the old palace. The rehabilitation work also aims at face-lifting the Mukalla museum and making it a part and parcel of the palace. A detailed report about the palace (which is also known as the Sultan palace) and the rehabilitation work is in the following issue. 
  International Conference on Challenges for Women’s Studies in the 21st Century  is to be Held in Sanaa Under the auspices of President Saleh and organized by the Empirical Research and Women’s Studies Center(ERWSC), Sanaa University, an international conference on the challenges faced by women’s studies in the 21st century will be held during the period 12-14 September, in Sanaa. Participants from 26 Arab countries, as well as foreign countries will attend this event which will focus on around six themes related to gender, language, oral history, law development, media and others. Around 64 papers will be highlighted in the conference. The major donor to the conference is the Dutch government. To reveal some important aspects about the conference, a press conference was held yesterday, wherein the Excessive Director of the ERWSC, Dr. Raoofa Hassan described the event as something exceptional. 
  EXPO Sana’a Highly Visited The number of people visiting the School and Student Exhibition, organized by Apollo, has exceeded over 30,000 after seven days since its start on August 29th, 1999. The exhibition will end on September 10th. 
  Need Not Impose a Blackout on the Media! The French diplomat, as well as his wife, kidnapped last Friday August 20, 1999 by a group from Bani Gaber of Khawlan and Mareb, were released Thursday, September 2nd, 1999. 
In this last kidnapping incident, the French Embassy was determined to impose a unnecessary blackout on the media. It also refused to give any pieces of information regarding the kidnapped and the purpose of them being in Yemen. Even their pictures in the media was not able to had from the Embassy, as well as the French Cultural Center. 
Yemeni security sources said that the two French broke the security instructions, which require that they have to inform security before intending to pay any visit to any one of these places. It is worth mentioning that Sarwah, as well as Habab, the districts in which the kidnapped were taken from, are not accessible districts for foreigners without security guardianship. 
The Yemeni security, on they other hand, is always determined not to make such incidents in the public so as they won’t be accused of carelessness, as well as of the fragile security, which is the main reason behind the occurrence of such incidents, happening mostly during the day time. 
The kidnapping incidents have reached a higher peak. They are actually very shameful and scandalous. They very much negatively affect the reputation of the regime. They also reflect a very distorted image of the country. The talk used to be common of the hospitality of kidnappers, which is actually a very clumsy excuse our officials entertain to cover their inability to control these violators and submit them to trial. As a matter of fact, it is only we who think of this nonsense while this constitutes a sure sign of the non-existence of the law and order, as well as the prevailing chaos in the whole constitution of the regime. It has been all-out clear that most of the kidnapping reasons are either to impose pressure on the government to establish a number of projects that many Yemeni districts lack, as a direct reaction for whatever reason, as well as a violation of human rights committed by same criminals in the regime for blackmailing the government.

  A Ceremony for 70 Graduates from Hayel Saeed Anaam’s Welfare Association’s Charitable Society of the Yemeni Women Center
Organized by the Charitable Society of the Yemeni Women Center, a ceremony was held Thursday, on the graduating of seventy five graduates from the research center which is specified for talented Yemeni women. This center aims at the following: 
1- Establishing projects to preserve the old Yemeni heritage and revive it. 
2- Giving women, as well as households access to the development process by means of training, as well as qualifying them in different fields including sewing, and tailoring. 
Amat Al-Razak Jahaf, the chairman of the center, indicated in her speech that the center’s services are for all women who want to get the benefit of this center. There are no regulations for joining the center, except for the strong maintenance of rules and tactfulness. Not less than 100 trainees are accepted each course in the center. In regards to the activities of the center, she noted that the center is charitable, cultural and economic. 
There are a number of departments in the center including sewing, tailoring, textile, and needle-work. There is a separate section or department for selling, and another one for documenting the old traditional fashion. There are two shifts in the center, one in the morning and one in the afternoon, to keep in proportion with the circumstances of households and students. The center also honored those distinguished graduates, especially those who have small incomes by means of providing them with sewing machines. Amat Al-Razak, also said that the center has participated in different exhibitions, cultural activities, as well as festivals. She also stated that there are no obstacles facing the center except for the lack of the raw materials, especially the natural wool which is out of stock. 
She said that this was a red letter day for the graduates, as well as for all the staff of the center. She wished that things will go on smoothly to meet the aimed goals and to make all the products of the center available in the local, as well as foreign markets. 
Mr. Mohammed Abdoh Saeed Anaam, also gave a speech in which he appreciated all the efforts exerted by the staff of the center. He also wished that this center would develop in the future to help those women who are in bad need to depend upon themselves. He also added that the center was established one year ago and that there were some plans to improve it in the near future, especially in the textile and the archeological departments.
