One of the most prominent developments the world has witnessed in modern history is that in the science and technology of communication. This has facilitated transfer of information over the worlds remote parts to an extent that the world has become as a small village, where no barriers or obstacles can prevent the communication among peoples or even to reach the outer space. Such progress in the field of technology has become the axis of the extent of advancement achieved by this country or that. At the beginning of the last century development of countries and peoples was measured in dependence on the proportion of those who were capable of overcoming illiteracy. Later the indicator of peoples progress pointed at the volume of university graduates and higher scientific degrees the people of a certain nation have achieved.
In this century the advancement of nations is measured by that nations mastering of the technology of communication and information and the percentage of those dealing with these branches of science. Even illiteracy is measured by what proportion of the society is capable of handling modern means of communications, especially computers. Dividing the world nations into developed, developing and underdeveloped categories is now defined under this scientific variable.
Advanced countries have managed to realize great success in industry of this technology and to invest it, the developing nations want to benefit from these developments and modern sciences through buying them and the attempt to benefit from them to the utmost. As for the underdeveloped countries they are still living in a pre-science and development era although there are limited chances and signs of benefiting from these developments especially among very limited segments of their societies. Despite that reality they are trying to come up with rapid developments.
The point is that benefiting from these developments by these countries is governed by providing cornerstones and constituents of the modern state, particularly in education and attention rendered to sciences as a foundation for development. Added to those constituents is providing climates of freedom and democracy and the people participation in construction and development. Creation of atmospheres of security and stability remains a major condition and element facilitating such changes. Holding exhibitions and conferences on these scientific developments ongoing in the world particularly in communications field, would be major factors for speedy transfer and exchange of this knowledge.
