Budget & Health Sector

Expenditures in the health sector rose from YR 10.14 billion in 1997 to a projected YR 13.6 billion in 1998, i.e., an increase by 30%. Therefore, health sector expenditures amount to 3.9% of the annual budget. Considering the deterioration in the health care and the need for more health services, the budget allocation for this sector is very low.
Some reports indicate that the available services do not cover more than 45% of the population. About 70% of these health services are enjoyed by only 20% of the urban population. About 8 million people in Yemen do not have access to health care facilities. The average amount of money allocated for each individual dropped from YR 100 in 1990-1995 to about YR 45 now.
