Article Summary: Consumer Cooperatives Under Attack  – By: Ahmed Al-Amoodi Consumer Cooperatives, first established in southern Yemen in the early 1970s, provide essential services for the majority of the people. All in all, there are 36 cooperatives spread over 6 southern governorates: Aden (1), Lahaj (11), Abyan (9), Shabwa (4), Hadhramaut (7), and Mahara (4). Despite being officially harassed, these cooperatives are still trying to provide their services to the people as best as they can. Throughout the ’70s, ’80s and up to 1993, consumer cooperatives made good profit and succeeded in attracting more members. They are owned by their members, not by the state which is now trying to take them over. Ministerial decree No. 316 of 1997 demanded these cooperatives to hand their possessions to the state. Ignoring this decree resulted in another slightly different one less than a month later, obliging the cooperatives to submit their annual budgets to the government, which sometimes fails to provide the cooperatives with their regular provisions.
