Columnist Ahemed al-Ashwal says in his article that the new government adoption of a new unified regulation concerning government civil servants should be the topmost of its priorities as a guarantee for creating the living and psychological balance and revival of the spirit of hegemony and realization of equal opportunities principle. The regulation should deal with installation of persons bearing degrees in various specialties and appoint them at posts compatible with their specialties. This is the proper approach if the government wanted an utmost benefit from its cadre in the manner enabling it implement its development plans.
