Decentralization [Archives:2002/23/Reportage]
Running hospitals in Yemen more efficiently was the topic of a seminar held recently at Al Thawra Hospital.
The seminar dealt with the question of how to decentralize Ibb Governorates health care sector.
Dr. Jurgen Patzelt, hospital consultant said the seminar was geared to create discussion about issues that are relevant in hospital administration for the next 10 years.
We need management qualification, and we need to just do it, he said. I am offering a diploma course for hospital management and Health Economy for one year, with 300 hours on theory. Together with the governor and with qualified instructors from Ibb University in the economics department we will achieve our goals.
During the seminar, objectives were reviewed by doctors, experts, politicians and representatives of the health sector.
The attendance was divided into two groups during the panel-discussion: one being The Hope Group and the second one Suffering Group, a group representing the suffering from centralization and routine.
Helping hospital administrators make plans and get the most out of their staff was a prime goal of the days events.
One issue to overcome is that up to now hospital administration has been controlled by the central government in Sanaa. One problem of this is that hospitals are either overstaffed or understaffed because the central government isnt aware of needs.
The seminar was held under the patronage of the Governor of Ibb, Ali Bin Ali Al-Qysy. It was supervised by CIM management advisor and hospital consultant Dr. Patzelt.
