The answer is simple: enforce the law when it comes to the foreigners i.e require there embassies' approval before the marriage is consummated. As for the Yemenis whose sole objective is to make a quick buck, treatment as social terrorist with the harshest punishment. One more suggestion is to limit tourism to families and not allow kids under, say, 25 into the country.

My fears are, considering how things go around Yemen, we may be talking about the same thing 5years down from now when the damage to the social fabric is so extensive and may be taints the reputation of the entire population.
