I would say the best reform would be to educate local people to stop chewing Qat. This process will remedy most of the problems facing the Yemeni population. All those men who cannot afford to feed their families because they are short of money somehow manage to find the means of buying Qat every day. If the government is serious about reforms, than emphasis should be made on this issue.
