The newspapers editorial has stressed that political dialogues are considered a very significant means for the exchange of viewpoints, deducing points of convergence in a manner guaranteeing rights and activating national dialogue. Dialogue could be held bilaterally; due to peculiarity of of joint stances, or may be collective; when issues under discussion are of concern for all.
Pursuant to this concept, the editorial goes on, dialogues held by political parties with the ruling party are categorized under the general dialogues because the issues in quest are not confined to certain political party as much as concerning one of the national constants, namely, the democratic experiment in which all forces must participate.
Any practice, not taking the form of collective character, could be detrimental to the patriotic action. It may be seeking to legislate a trend that would lead to dismember unity of the opposition attitude. In such a development the authority can act singly in dealing with the negotiating stand and blackmail other parties individually.

The newspapers editor in chief remarks in his article we are still experiencing beginning of the beginning of the democratic and partisan process. The political parties are still far from the citizen. They could not up till now find the convenient mechanism to approach him and win his vote in the elections. Instead of discussing this problem, the parties have directly jumped over to discuss the ways leading them to win seats in the parliament, even if it remained at its present level.
This is considered a short-sighted stance on part of the political parties because they are looking for the party interests and giving them priority to public interest that is aimed at effecting a mechanism making the citizen cast his vote in dependence on parties platform adds the chief editor in his article. Nevertheless, studying electoral regime and choosing the one more convenient for our country, requires more studies and field researches. The process shifting from one electoral system to another would not provide a proper solution. Choosing an in between system is more reasonable and thus it could be studied the results the new system would produce.
The writer prays the parties that while holding symposium and conferences, they would be more interactive and serious in discussing these subjects.

Columnist Zeid al-Shami writes this week saying that anyone following up what is going on in reality would not find any difficulty in observing the great confusion threatening the society and dismantle its bonds and noble values. Peoples dignity is abused and moral corruption is spreading in a tempo making the society getting used to it. There are some who encourage that and call for dealing with it as a normal phenomenon in harmony with the calls for globalization compatible with what is common in the modern world of crimes and aspects of corruption.
Our society has begun to reap the bad fruits as a result of the deviated behavior.
The annoying news circulated about phenomena of corruption due to extreme poverty or overabundant luxury. All that dictates on the state its carrying out of its duties and bear its responsibilities for preserving the religion, reason and the generation.

The newspapers editorial says the tempo of American and British threats to Iraq and waving of dealing a military blow and military interference, is being stepped up. It is a matter calling for much surprise and query about truthfulness of causes and measures of the U.S and Tony Blairs British government, at this timing in particular. Justifications, each of them are trying to put forward for lunching aggression on Iraq under allegations of the latters not accepting return of UN weapons inspectors or its not abiding by implementation of international resolutions. These justifications are lacking the acceptable reason, even on part of U.S leaderships and influential congressmen.
policy, in which the United States gives itself the right to change the Iraqi regime by military force, would represent a dangerous stand and bad precedence in international relations. Such development would violate the international legitimacy and ethical and legal criteria. It would also lead to opening the way for a state of chaos in international relations and respect for the concept of international legitimacy, sovereignty of states and the right of people to choose their leaders and rulers. It is no right of any state giving itself the right to guardianship on other states, or allowing itself to impose its interests as appoint subservient leaderships or regimes.
Peoples alone have the right to choose or change their rulers or leaderships whenever they wanted.

Columnist Khalid Ali Tuaiman criticized the government policy in dealing with the phenomenon of poverty describing it as throwing dust in the eyes, when it claims of taking serious steps in narrowing area and tackling its impact by expanding social security net, and supporting welfare and development funds. He says the government is quite aware of the impossibility of treating the problem of poverty through these funds that are in their function subjected to undeclared criteria and specifications. The proof of that is the priority of beneficiaries from these funds is given to the majority who deserve it.
The writer says if the government wants to improve the living circumstances of the poor and combat poverty, must realize that the low incomes of individuals and continuous rise of basic goods and services, under the policy of price reforms, has affected 70 percent of the population. And this majority portion should be the beneficiary of the net of social security and the welfare funds, adopted by the government.
