I read your article “Council of ministers demand salary rise” with great interest. It is about time Yemen's ministers, civil servants, military personnel, teachers etc received pay raises in keeping with increased inflation and cost of living.
However, there is no point in doing so without a comprehensive Anti-Corruption Bill. If enforcing the anti-corruption laws would save Yemen tens of million even if salaries were increased 2000%.
Studies in the US showed that higher paid police forces were less corrupt than lower paid forces.
